Sometimes the surfaces of skin do stick to each other, resulting in adhesions. These adhesions can be pulled apart with gentle pressure.

I have two boys, both were circumcised a day or so after birth. Both of them developed adhesions on a regular basis. I have asked several (5) pediatricians their opinion on the subject. First of all, there is a fat pad that pushes the skin down, so even though I was pulling the skin back and cleaning the tip of the penis with each diaper change, and using vaseline... adhesions kept recurring. As it turns out, my first son was not snipped back far enough, but after getting a few different opinions, the pediatricians all agreed that my son would grow into it, but it may not be until he is an adolescent. He had his latest adhesion released at 2 1/2 years old. It has not re-sealed and he is doing fine now. My six month old son has had his skin released 2 times, and even after being extremely vigilant about applying vaseline each time, it has re-sealed. It is frustrating, but I have been told that if you have larger babies, and the fat pad is large, it is very normal for adhesions to form even with cleaning at each diaper change. It may be a problem until your son is a bit older and starts to lose some of the baby fat as it did with my toddler when he thinned out. Hope that helps as well.
