My very immature and mean "Mommy Dearest" mother washed my mouth out with soap when I was about 11 - 12. She demanded, in her moment of terror, I not clean the soap out until it started to burn down my throat. Shortly after, I developed a very strained and scratchy voice. People mimicked my speech.
Five years ago, a spot of cancer was found on my vocal cord. After, three doses of radiation, three major surgeries removing my vocal cord, then removing a tumor - I now have been given a 99% chance the cancer will return.
Point being - inflicting emotional and physical pain on a child may result in their death. Soap in a child's mouth should result in serious jail time.
