This question has two correct answers, in addition to the stated answer that the base cannot be 15cm, it also cannot be 10cm, if the base were 10cm then the total lenghth of the two equal sides must be 20cm, which would mean that the triangle was equilateral not isosceles, therefore the base cannot be 10cm.
